It is pretty easy to shoot photos like that when flying to/from Las Vegas. There is 99% chance that sky will be clear with no clouds.
Around Las Vegas - Willow Beach
One of the places few people know. Willow Beach. Water is extremely cold even when outside is about 100 F. The water goes from bottom of the Lake Mead and therefore is freezing.
